What Is Phytosanitary Inspection?
Phytosanitary inspection is the process of preventing and controlling harmful pests and diseases that may be present in plants and plant-based products.
For imported goods, phytosanitary inspection is mandatory to ensure that no harmful organisms enter Vietnam through import activities, protecting agriculture, the environment, and public safety.
Regulations on Import Phytosanitary Inspection
Phytosanitary inspection regulations apply to import, export, transit, and domestic goods subject to inspection, except for cases officially exempted under regulations issued by the competent authorities.
These regulations are stipulated in Articles 4 to 11 of Circular No. 35/2015/TT-BNNPTNT.
Import Phytosanitary Registration Process
Step 1:
Submit a phytosanitary inspection registration form to the nearest phytosanitary authority and wait for confirmation.
Step 2:
The authority reviews the application. If valid, you will be notified of the inspection location and sampling arrangement.
Step 3:
Inspection officers conduct inspections using one of the following methods:

Preliminary inspection: Visual inspection to detect pests attached to goods or transport vehicles.

Detailed inspection: Full inspection with sampling for laboratory testing.
Step 4:
Upon approval, a Phytosanitary Certificate is issued, and customs clearance procedures can proceed as usual.
